Appointment of Chairman, Damodar Valley Corporation, Kolkata

Damodar Valley Corporation (DVC), having its headquarters at Kolkata, is a statutory body created under the Damodar Valley Corporation Act, 1948. It is a major power and irrigation utility with a key role in the unified development of the Damodar Valley area in the States of Jharkhand and West Bengal. Chairman, DVC is the head of the DVC and is responsible for the successful implementation of the objectives of the DVC.

Applications are invited from the following eligible/interested officers of Central/ State/ Public Sector Undertakings etc. preferably having 3-5 years balance service before superannuation, for the post of Chairman DVC for a term not exceeding five years or as the Central Governmenl may deem fit:

(i) In respect of IAS officers, those drawing pay for at least 3 years in the Pay Band-4 + Grade Pay of Rs. 10,000.00 or above, who have also held the post of Secretary (Energy), Chairman. SEB or State-level Public Sector Undertakings dealing with Generation/ Transmission/Distribution. Preference will be given to those applicants who are in the Grade Pay of Rs. 12,000.00.

(ii) In respect of Kngineers from Central/State Governments, those having 5 years experience in irrigation/power and those drawing pay for at least 3 years in the Pay Band-4 + Grade Pay of Rs. 10,000.00 or above. Preference will be given to those applicants who are in the Grade Pay of Rs. 12,000.00.

(iii) In respect of officers from the Defence Services preference will be given to those holding a rank of Major Generator equivalent) and above, having experience in Electrical and Mechanical Engineering.

(iv) ln respect of CPSUs etc. under the Ministry of Power, engineers having 5 years experience in irrigation/power and presently drawing the pay in the scale of pay of Rs.62.000.00 - 80.000.00 or above. Preference will be given to those applicants, who are in the scale of pay of Rs.75.000.00 - Rs. 1.00.000.00.

(v) Joint Secretaries/Additional Secretaries. Ministry of Power, Government of India. Applications are invited for the post of Chairman, National Bank for Agriculture and Rural Development (NABARD), having its headquarters at Mumbai, from suitably qualified and experienced candidates, preferably not more than 58 years of age, as on 03.12.2010.

NABARD is a national level institution for providing and regulating credit and other facilities for the promotion and development of agriculture, SSI, cottage & village industries, handicrafts and other allied economic activities in rural areas. It is responsible for supervision of the rural cooperative credit structure and Regional Rural Banks in the country. It also provides refinance to these institutions for their lending activity in rural areas and extends loans to State Governments for creation of rural infrastructure.

Qualification & Experience Candidate should possess an advanced university degree preferably in Economics, Finance, Business Administration, Agriculture, Rural Development or a related field. He/she should have 25 years of executive experience at different levels in banks and FIs or in the other financial/ agricultural / cooperative / rural development sectors, of which atleast 3 years should have been at Board / Apex / Top Management level in the organization.

Candidates must possess sound knowledge of banking and rural development and should have a deep and pervasive understanding of rural finance sector including cooperative banks, regional rural banks and micro-finance institutions in India. A good exposure to institutional development and banking supervision would be an added qualification. Candidates should have demonstrated leadership abilities and superior understanding and judgment in implementing complex financial and institutional decisions. Candidates must have significant management experience, preferably of initiating change and transforming a financial institution, excellent analytical and communication skills, and be able to operate effectively in both the banking and Government environments.

The Chairman should have proven ability to build and lead a multi-disciplinary team, interact with Central and State governments, Reserve Bank of India, agricultural and rural institutions, banks, international agencies and others, and will be accountable to the Board of Directors.

Salary & Allowances The post carries a salary of Rs. 80,000/- (fixed) plus allowances as admissible to Chief Executives of Public Sector Banks/ Financial Institutions, from time to time.

Term Of Office The Chairman, NABARD shall hold office for a term of upto five years from the date on which he assumes his office or until he attains the age of sixty years, whichever is earlier. The other terms and conditions of appointment will be those as may be agreed upon and specified by the Government at the time of appointment.
